David has spent his scientific career developing new and innovative maritime systems for both the US Navy and international customers.  His experience includes:

Towed Array Technology
(beginning in 1979)

  • TB-23 Array (including 2 patented designs)
  • All Optical Towed Array (AOTA)
  • Fiber Optic Rotary Joint (inventor and patent holder)
  • TB-16 D&E Systems
  • L3 Program Manager and Lead Systems Engineer
    • TB-29A array development and serial manufacturing (partnered with Lockheed Martin)

Variable Depth Sonar(s) (VDS)

  • Program Manager/Leads Systems Engineer for development of the L3 Low Frequency Active Towed Sonar

Torpedo Defense Systems

  • Development/testing of SLQ-36 system on the USS John F. Kennedy (CVN-67)
  • Project Manager/Systems Engineer – Joint US/UK Surface Ship Torpedo Development Program
    • WLY-1 Acoustic Intercept System on the USS Augusta (SSN-710)
  • WLY-1 technology migration into a surface ship AIS panel – USS Duluth (LPD-6)
  • Developed/tested VDS active portion of the WSQ-11 for AAC

CBRN Sensor Development (TRUST) for Homeland Security

  • Developed/tested sensor to be installed on all maritime shipping containers destined for USA destinations
  • Sensor detected CBRN, stowaway, contraband, and explosives
  • Sensor employed unique technology – CMOS, gallium nitride transistors and micro gas chromatography, etc.
  • L3 team consisted of JPL, ICx, Univ. Champlain, and Lincoln Lab

SAS OTAA Size Reduction Effort

  • Lead system engineer: Designed/tested Single-Crystal Tonpilz arrays and pressure tolerant electronics with the goal of reducing the size of OTAA’s by 60%.

UUV Signal Intelligence (Sigint) Payload Package

  • Development Team Leader of three L3 Divisions: Integration/testing of Signal Intelligence (Sigint) payload onto L3 unmanned undersea vehicles (UUV’s).

USV ASW Sonar Integration and Test

  • Lead 4 Divisions of L3 for integration/testing of deployed ASW sonar from an Unmanned Surface Vessel (USV) with SatCom links and remote tactical display of detected targets.

Grotto 3 Program Underwater Sensor

  • CAM for Underwater Sensor (UWS) portion of Grotto 3 program – 20-year life ocean bottom acoustic sensor. Development team consisted of L3 Harris divisions of MariPro, CSC and SLC; and subcontractors of SubCom and DTI.

Achievements

  • Patents: 5 patents related to undersea system, one of which is an international patent
  • Education/Achievements: BSME, MBA, Licensed Professional Engineer (California), Adjunct Professor (Pepperdine, 2 years)
